I'm not seeing this issue with the drafts that I am reading, in which the XSD and WSDL also refer to urn:liberty:id-sis-pp:2003-08. However, the specification document itself is normative, and so, the correct namespace URN should be in all cases urn:liberty:id-sis-pp:2003-08 ( or for the ID-SIS-EP, urn:liberty:id-sis-ep:2003-08).
Did you download the XSD and WSDL from the public site, or from the LAP members area?
